A sudden thought: What's to prevent Bishop from making the meet, then doping Felix, tagging him for future retrieval, and releasing him again?

No, he's not Mercy. Coincidentally, Mercy doesn't like him. :)
Felix has a certain word-salad that he uses, mostly to put other people off. He's hella fun to write.
There is (seemingly) nothing preventing that, except possibly frightening the hopefully soon-to-be informant. Also, there is the matter of [REDACTED], which we will see soon.

One may question the sanity of going right to the Shroud when he just escaped their grasp.
