I'm not convinced that the good Mr. Chapel isn't somewhere in the Shroud chain of command--or in control of someone who IS. It wouldn't make sense for him to let all that lovely clandestine ability just lie around for some bumbling bureaucrat to misuse, when he could misuse it so much more effectively.....
