What does the irregular outline of Chaos' speech bubbles signify? A shaky and/or coarse voice? Or simply his madness in general? (Reminds me a bit of how the "sparks" in Girl Genius speak when they are in their "mad scientist" mode.)

It's an indicator that he's dangerously unbalanced in a fairly cosmic way. This likely has an effect on his speech itself...

Not to press the matter, but how do you do that? I assume you're not inserting 500+ new control points into each speech bubble's border...

It uses a slightly different process as the usual bubbles. I paint them on a raster layer, typically using my Milli pen brush, then select that. On a separate raster layer, usually "under" that one, I outline the selection.

End result? Wobbly speech bubbles. :)

Regarding how to do the speech bubbles: Wow, I didn't understand any of that... (I have yet so much to learn...)
The way I do things, I guess drawing wobbly bubbles would actually be more simple for me than drawing normal smooth bubbles...

(Also, I should point out that not understanding anything was perhaps a bit exaggerated. E.g. of course I know about layers, but what is specifically meant by "raster layer"?? Overall, it's hard for me to visualize the described process.)

There are different types of layer in Manga Studio 5 (which CG and I both use). The main two I use are Raster and Vector. There is an explanation here.

Looking at FireAlpaca, it is pretty easy to do this sort of bubble: draw the border, then fill it in. I suppose something similar might work in MS, also, but I like layers since I can play around with things more... :)

Yes, that's what I figured. In contrast to normal smooth speech bubbles, where I either need the curve tool for, or a very steady hand.

Yeah, I've seen it. Not impressed. 5.5 outta 10. Seen stranger, more sanity-blasting stuff. Big fat ego, too. Thinks everything's about it. Super-annoying if you let it start talking about itself.
