I've already uh voiced my opinion on Captain Happy's stabbiness.
And yes, a little birdie has assured that Happy will catch hell for his insolence.

A little background...
Frank is Captain Happy's mentor. This came about because Happy discovered that Frank is a spook, and after talking it out (at gunpoint), Frank realized that Happy could do a lot of the things he had always wanted to do but couldn't, owing to official ties to United States intelligence and the bureaucracy involved.
They DO have disagreements, but they are on the same side of most things.
And yeah, they gave Felicia just enough to keep her interested, but not in what's going on in the city.
We'll see more about this next update. :)
