Let's see if I have this straight. The "Shroud" (for want of a better name) only harasses people who don't follow an arbitrary set of rules, while at the same time the Shroud utterly ignores those who are trying to destroy reality. Is that about right?
Is this a case of "Lets only pick on those who won't kick our collective butts."?

In this case, the Shroud were unaware that Nestor has been doing what he has been doing. They have seen Mercy out and about, and definitely kept tabs on her. They are still trying to piece together what she's investigating, and now that Sophie has asked them to "back off", they know they can interrogate debrief Mercy when all is said and done.
Also, to be fair, they have a ot more bureaucracy to deal with, but a LOT of funding, where Shadowlight has less funding, but can usually get some sort of result quicker.
TL;DR They didn't pick up on it quickly enough.
We may see their side of things in the non-distant future...

One of the classic ways to set someone up is to 'hand them more rope' and give them everything they ask for, so that they can more effectively sabotage or destroy themself. The chief danger with this method is that sometimes it backfires and leads to the target being promoted and given increased resources, authority and freedom to cause even more problems than whatever annoyed you previously. I wonder if this is the defining moment that Mercy starts to slip the leash that the Shroud are supposed to have on her?
